This is a complex strike, explicitly Marta García Caballos, a family doctor in Granada about the strikes in primary care in Andalusia that began this Wednesday, called by the Andalusian Medical Union (SMA). She has not been able to second it because she had to do minimal services. García Caballos explains that this complexity is due to the division between the trade union organizations that represent the Andalusian health workers —UGT, CC OO, Csif and SATSE— who have not supported the pressure measure of an indefinite strike that, in parallel, promotes —with little repercussion― the recently created Union of Doctors and Doctors of Andalusia. These premises can explain its follow-up case of 3.22% in the morning shift, according to the data provided by the Board, figures that, however, those responsible for the SMA question. In addition to compiling all the information, they point out that 50% have a state in provinces such as Seville, and 30% in Córdoba or 20% in Málaga.
“Doctors are not a group that is very given to going out and the circumstances and situations are different in a capital than in a mountain area, but more than the percentage of follow-up, which all governments tend to lower, that there more or less doctors on strike does not minimize or question the unsustainable situation of primary care and that the deterioration is palpable”, says the president of the SMA, Rafael Carrasco, during the march called by the organization in the center of Seville this afternoon. García, who does not belong to that union and does not share any of its proposals, also agrees with this deterioration and with how citizens also share that perception. “The days of waiting to get an appointment, the few minutes per consultation… They notice that loss of control over their time. It is not just a problem of primary ventilation, it is extensive in the health system in general ”, he maintains.
Rosario, a 73-year-old pensioner, leaves the Marqués de Paradas health center, in the center of the Seville capital, during the first day of the strike, fully understanding the reasons that have led the doctors to that point. “My GP was there, but there were at least four on strike. I don’t know if this helps more or less to improve the situation, but I can understand that we are unhappy, because we are also a little tired, ”she admits. Behind comes another patient who has had worse luck. “Mine was not on strike and they have given me an appointment for tomorrow, I think that, after all, that is the best, that they are not going to make me wait any longer,” she smiles with a circumstantial face. At the facility they confirm that there have been several professionals who have supported the strike, but they want to wait for the afternoon shift to offer more concrete information.
Around 8,000 doctors and pediatricians in Andalusia were called to this strike called by the SMA, which represents 95% of the medical professionals in the community. The minimum services of 100% in emergencies and 30% in the rest of consultations, have also been questioned as elevated by the conveners. The union had already announced another strike for January 27, but the Board managed to avoid it in extremis agreeing exclusively with them to reduce the schedule to 35 patients per day for doctors and 25 patients per day for paediatricians and a voluntary and evening care consultation of 25 and 18 users, respectively, to lighten the waiting lists. The Ministry of Health promised to make the measure effective in a month, but more than two later, it has not made any changes. “We feel disappointed and we are suspicious. Absolutely nothing has been done, that is why we have once again put ourselves on the warpath, they have shown us the way, they do not move if we do not teach what we have to teach”, Carrasco maintains.
Pessimism about the pact with the Board
In addition to the effective application of the reduction in daily consultations, the SMA demands a salary equalization with its colleagues who undergo hospital consultations —which currently can be between 5,000 and 10,000 euros per month lower, according to the data provided by the union—, and with other autonomous communities; that the supplements they receive based on the health cards that correspond to them go to the fixed salary mass or the updating of positions that are difficult to cover.

Some of these points appear, although not in those terms or in a concrete way, in the document drawn up by the Board as the basis for reaching an agreement for primary care. From the second text that was presented last Monday, the point related to the salary increase that was recognized only for doctors and that constituted one of the main stumbling blocks on the first day of the negotiation has been eliminated because the rest of the unions demanded that this increase It will be extended to the rest of the professionals. “The union will be impossible. The problem of primary care is also a problem for doctors, our treatment is much more discriminatory, and the problem of salary equality must be addressed in a concrete way for us”, abounds Rafael Ojeda, the president of the SMA in Seville.
It is precisely the disparity between the interests of the union organizations that integrates the negotiating table that stands as one of the main obstacles for the pact to go ahead. “I hope I’m wrong, but this agreement proposal has no future, because it does not collect all our hands, nor those of the rest, and we will never be able to give all the go-ahead to all the points, which is the collective consensus that wants to The Administration will arrive, but it is also that on the points on which we have to agree, the Board is limited to only saying vague things or that it will review in the future, without specifying ”, argues Carrasco.
The next strike is scheduled for next Wednesday, April 19, and this will happen to another four more -one each week- until the municipal elections on May 28. For the 2nd of that month, the next meeting of the Board with the unions is scheduled to advance in some positions that after the second meeting seem further away than when they met the first time on March 29. Above the vindictive character, discouragement is the general feeling among doctors. “Look at Madrid, after a much tougher strike than the one here, what was obtained was minimal, and here there is a government with an absolute majority”, García points out.
